From Extraction to Accountability: NBC Moves to Audit ArcelorMittal’s Expanding Footprint in Liberia

Yekepa, Nimba County — The Government of Liberia, through the National Bureau of Concessions (NBC), has initiated a high-level compliance monitoring mission at ArcelorMittal Liberia (AML), signaling a more assertive approach to evaluating whether large-scale concession agreements are translating into measurable national benefits.

Led by Director General Hanson Kiazolu and senior technical officials, the NBC delegation’s visit reflects a strategic shift from passive oversight to active field-based verification. The mission is not only assessing AML’s adherence to contractual obligations but also interrogating the broader developmental impact of its operations across Nimba and Grand Bassa Counties.

At the center of the engagement is a critical policy question: to what extent are Liberia’s natural resource concessions delivering on promises of infrastructure, employment, and community development?

Investment Claims Under Scrutiny

During the opening engagement, AML’s Chief Executive Officer, Michiel Van der Merwe, presented the company’s investment profile, describing it as one of the largest private sector commitments in Liberia since 2005—estimated at approximately US$3.5 billion. These investments span rail rehabilitation, port modernization, energy systems, and township infrastructure, forming the backbone of the company’s mining operations, which commenced in 2011.

AML further highlighted a significant scale-up in production capacity, with iron ore exports rising from 5 million tonnes annually to 10 million tonnes in 2025, and projections targeting 20 million tonnes by early 2027. While these figures underscore operational growth, they also intensify expectations for proportional national returns.

Employment and Localization: Progress or Optics?

The company reported a workforce of over 11,700 employees, with 89 percent being Liberians. This statistic positions AML as a key contributor to employment and skills transfer. However, NBC’s engagement suggests that beyond headline figures, there is a need to critically assess the quality, sustainability, and upward mobility of these jobs within the broader localization framework.

Additionally, AML disclosed a contribution of US$53.2 million to the County Social Development Fund (CSDF), a mechanism intended to channel concession revenues into community-driven development. The effectiveness and transparency of such funds remain a recurring issue in concession governance, making them a focal point of the monitoring exercise.

Expansion Versus Oversight

AML is currently undertaking major expansion projects, including upgrades to its rail and port infrastructure and the construction of a new concentrator complex at Tokadeh. These developments signal long-term operational commitment but also raise regulatory stakes, particularly in environmental management, land use, and community impact.

The company emphasized its safety protocols, including collaboration with the Liberia National Police and public awareness campaigns on railway safety. However, NBC officials flagged ongoing concerns about the adequacy and reach of these measures, particularly in communities directly affected by mining logistics.

Social Investments: Impact Assessment Required

AML’s social contributions—ranging from operating schools to funding international scholarships and maintaining hospitals and clinics—were presented as evidence of corporate responsibility. While these initiatives are significant, the NBC’s presence underscores a shift toward verifying whether such interventions are systematically aligned with national development priorities rather than functioning as isolated corporate programs.

Housing renovations and community health services further illustrate AML’s role beyond extraction, but they also invite deeper evaluation of long-term sustainability and equitable access.

Government Tightens Engagement Framework

During discussions, NBC officials raised critical issues, including local content participation for Liberian businesses and the need for enhanced railway safety awareness. Director General Kiazolu also probed AML’s future infrastructure plans, particularly the potential construction of an additional railway line—an indication that the government is increasingly focused on forward-looking compliance, not just retrospective assessment.

In a notable policy development, NBC’s Mining Director, Alphonsus, revealed plans for biannual ministerial engagements within a 90-day cycle. This suggests an institutional move toward continuous, structured dialogue between regulators and concessionaires, aimed at closing gaps in implementation.

A Shift Toward Results-Based Oversight

The ongoing monitoring mission reflects a broader recalibration of Liberia’s concession governance model—one that prioritizes accountability, transparency, and tangible outcomes. By extending its engagement beyond corporate boardrooms into operational sites and host communities, the NBC is attempting to bridge the long-standing gap between concession agreements on paper and their real-world impact.

As the exercise continues across Nimba and Grand Bassa Counties, its ultimate significance will lie not in the volume of reported investments, but in whether those investments withstand regulatory scrutiny and deliver sustained value to the Liberian people.
