The National Bureau of Concessions (NBC) is looking to strengthen its institutional capacity following the return of three staff members who completed an international training program in China focused on economic development and poverty reduction.
The officials—Sekou B. Kamara, Director for Education and Policy; Kangar W. Topoe, Executive Secretary to the Deputy Director General for Concessions; and Mohammed Bashiru Tunis, Special Project Compliance Officer—arrived back in Liberia on Thursday after successfully finishing the two-week program.
The training, which concluded on May 27, 2026, combined practical and theoretical approaches to sustainable development, governance, and economic transformation. Participants were awarded certificates during a formal ceremony marking the end of the program.
Organized by the International Exchange Center of the Yangling Demonstration Zone in Shaanxi Province and sponsored by China’s Ministry of Commerce, the initiative aimed to equip participants with tools and strategies that can be adapted to Liberia’s development challenges. It also provided a platform for knowledge exchange and collaboration with professionals from other institutions.

NBC Director General Hanson S. Kiazolu described the program as both timely and valuable, expressing confidence that the skills and insights gained will enhance the Bureau’s effectiveness and support national development efforts.
Deputy Director General for Concessions, Cllr. B. Rachell Yarbah-Doubah, also welcomed the initiative, thanking the Chinese government for its continued support in building Liberia’s human resource capacity.
Meanwhile, Deputy Director General for Administration, Bilcintosh Kamara, emphasized that the returning staff are expected to share their newly acquired knowledge with colleagues to improve institutional performance and service delivery.
The participation of the three officials reflects the NBC’s broader commitment to strengthening professionalism, improving oversight, and ensuring effective management of concession agreements across the country.
