Neutral Referee or Political Player? Questions Mount Over CSA Boss Joekai’s Rally Appearance

Liberia’s civil service is legally required to remain neutral, ensuring that government functions are carried out fairly and without political bias. However, recent developments involving Civil Service Agency (CSA) Director-General Dr. Josiah F. Joekai Jr. have sparked growing concerns about whether this principle is being upheld.

Public attention intensified after Dr. Joekai was seen actively participating in a political rally linked to NIMBO, a newly formed movement supporting President Joseph Boakai’s potential 2029 re-election bid. Images and reports showed him dressed in NIMBO-branded clothing, chanting slogans, and dancing alongside supporters aligned with the Unity Party coalition.

This has triggered debate over whether his actions breached Liberia’s rules governing civil servants or simply reflected his personal political views.

Liberia’s legal framework clearly outlines expectations for neutrality. The 2014 Code of Conduct, particularly Section 5.1, prohibits presidential appointees from engaging in political activities or using state resources for partisan purposes. Similarly, the 2012 Civil Service Standing Orders stress independence from political influence and forbid involvement in campaigns, while the 1973 Civil Service Act reinforces the importance of professionalism and non-partisanship.

Against this backdrop, Dr. Joekai’s visible involvement at the rally—wearing political attire, chanting, and dancing—raises questions about whether his conduct crossed a legal line.

Notably, in an August 2024 press conference, Joekai emphasized that the CSA operates without political bias and that its leadership must remain neutral to maintain public confidence. His recent actions, however, appear to contradict that position, fueling concerns about inconsistent application of the law or possible double standards.

If any government resources or official influence were used to support political activity, it would constitute a clear violation. While attending such an event in a strictly personal capacity might fall into a gray area, his level of participation has led many to question that distinction.

This situation also raises broader concerns about enforcement: Are civil service regulations applied equally to all, or are they influenced by political affiliations?

As Liberia moves closer to key elections, maintaining the independence of institutions like the CSA is increasingly important. Any perception of politicization risks eroding public trust and weakening confidence in governance.

Observers and legal experts are now calling for a transparent investigation, noting that the widely circulated images of Joekai at the rally warrant closer scrutiny. Ensuring accountability is critical—not only for the CSA’s credibility but also for the strength of Liberia’s democratic system.

At its core, the issue highlights the need to clearly separate personal political expression from official responsibility. Civil service leaders are expected to uphold public trust above partisan interests.
