The Alternative National Congress (ANC) is calling for a corruption investigation into the controversial Mano River Union (MRU) Center project in Foya, Lofa County, raising concerns about whether the multimillion-dollar initiative followed legal and financial procedures.
In a formal complaint submitted to the Liberia Anti-Corruption Commission (LACC) on May 27, 2026, the opposition party cited growing inconsistencies in official accounts, media coverage, and public disclosures surrounding the project. According to the ANC, these discrepancies point to possible violations of transparency and accountability standards.
The party alleges that substantial public funds may have been used without proper legislative approval, potentially breaching both the Public Financial Management Act and Article 34 of Liberia’s Constitution. It also claims that required procurement rules, including competitive bidding processes outlined in the Public Procurement and Concessions Act, may have been ignored.
According to the ANC, construction of the MRU Center reportedly began around September 10, 2024, under what was described by some sources as a “National Secret” initiative. Although the government has since confirmed ownership of the project, it stated that funding primarily came from several state-owned enterprises, including NASSCORP, the National Port Authority, the Liberia Petroleum Refining Company, and the Liberia Electricity Corporation.
The ANC argues that conflicting statements about the project’s cost, purpose, funding sources, and ownership have fueled public doubt and suspicion. It warns that such inconsistencies could signal misuse of public resources or abuse of official authority.
As part of its petition, the party is urging the LACC to conduct a comprehensive investigation into all aspects of the project, including its financing, procurement processes, contractual arrangements, and overall implementation. The ANC also wants investigators to identify all individuals and institutions involved, review financial transactions, and determine whether any laws were broken.
Additionally, the party is calling for the Commission to make its findings public and to recommend appropriate legal or administrative actions if wrongdoing is uncovered.
