Nimba County Senator Samuel G. Kogar has strongly opposed the House of Representatives’ recent approval of a law establishing fourteen additional electoral districts, labeling the measure unconstitutional and beyond the legislative authority of the National Legislature.
Senator Kogar urged the Senate not to endorse the House’s decision, cautioning that it could compromise constitutional order and the integrity of Liberia’s electoral system.
Speaking during his presentation of a constituency break report to the Senate, Kogar conveyed concerns and directives from his Nimba County constituents. He argued that the Constitution does not empower the Legislature to arbitrarily create new electoral districts. Instead, it provides the Legislature with the authority to set population thresholds, which should serve as the basis for any future district demarcation.
“In my understanding, the Legislature’s role is to establish population thresholds, not to create electoral districts,” Senator Kogar stated. He stressed that his constituents have directed him to challenge the legality of the House’s action and to ensure that the Senate thoroughly examines the matter before making any decision.
