Monrovia, Liberia – The Speaker of the House of Representatives, Hon. Richard Nagbe Koon, has outlined an ambitious reform and governance agenda as the Liberian Legislature officially resumed work for the Third Session of the 55th Legislature on Monday at the historic Providence Baptist Church.
Speaker Koon welcomed fellow legislators and expressed gratitude for their faith in his leadership following the recent change in House leadership. He restated his commitment to leading with humility, integrity, and a servant’s attitude, driven by the House’s collective will and the best interests of Liberians.
The House Speaker described Providence Baptist Church as significant, pointing out that it embodies Liberia’s democratic foundations, where early lawmakers vowed devotion to the Constitution. He asked members to recommit to constitutionalism, discipline, and purpose in the upcoming session.
He commented on the previous session and emphasised major improvements, such as the restructuring of the House’s core administrative personnel in partnership with the Civil Service Agency. He stated that the reforms were aimed at developing a professional workforce and building a centralised and transparent payroll system.
He also encouraged efforts to restore legislative unity and cordiality, promote openness, and improve accountability, such as asking the General Auditing Commission to audit the House and supporting the establishment of an Internal Audit Department.
In terms of infrastructure and security, Speaker Koon said that the main House chamber remodelling is approaching completion and is scheduled to be completed by the end of the first quarter. He said that sophisticated security mechanisms, such as CCTV surveillance and biometric entry, had been implemented.
Concerning employee welfare, the Speaker mentioned the purchase of buses to alleviate transit issues, the strengthening of key operational divisions, and ongoing discussions to address wage and welfare problems.
Looking ahead, he outlined key legislative initiatives for the Third Session, such as the enactment of a new Elections Law, electoral redistricting, and the formation of a Diaspora Legislative Caucus to enhance voting rights for Liberians residing abroad.
Addressing international participation, Speaker Koon stated that Liberia would host the Fourth Assembly of the Conference of Speakers and Presidents of African Legislatures (COSPAL) later this year. He also verified efforts towards the complete formation of the Mano River Union Parliamentary Body.
Finally, the Speaker urged parliamentarians to remain unified, protect the Constitution, and stay dedicated to accountability and national service as the Third Session begins.
