Liberia Attends Pre-COP30 Climate Talks in Brazil with World Leaders

November 7, 2025, Belém, Brazil: A high-level Liberian delegation is actively participating in pre-COP30 engagements in Belém, Brazil, ahead of the official opening of the 30th United Nations Climate Change Conference (COP30) scheduled for Monday, November 10.

The delegation, led by Hon. Dehpue Y. Zuo, Deputy Minister for Economic Management at the Ministry of Finance and Development Planning, and Dr. Emmanuel K. Urey Yarkpawolo, Executive Director of the Environmental Protection Agency (EPA), is representing Liberia in a series of strategic meetings focused on climate action, sustainable finance, and environmental governance.

Liberia’s participation underscores the government’s growing commitment to addressing climate change and promoting sustainable development through effective national and international partnerships. The meetings in Belém bring together global leaders, negotiators, and policymakers to discuss strategies for advancing climate finance, building resilience, and meeting the targets set under the Paris Agreement.

Deputy Minister Zuo and Dr. Yarkpawolo have been engaging in bilateral and multilateral discussions to ensure Liberia’s climate priorities—particularly those related to renewable energy, forest conservation, and community resilience—are well represented in the broader COP30 agenda. Their participation aims to strengthen Liberia’s position as a proactive voice among developing nations advocating for equitable access to climate finance and technology transfer.

A major highlight of Liberia’s engagement at COP30 will be the official opening of the Liberia Pavilion on Monday, November 10. The pavilion will serve as a dedicated space to showcase the country’s achievements in environmental protection, sustainable forest management, renewable energy promotion, and climate change adaptation efforts. It will also feature exhibitions, expert presentations, and dialogues on how Liberia is advancing a green growth agenda through innovation and community-driven solutions.

Other members of the Liberian delegation are attending technical and side meetings with development partners, international organizations, and civil society groups. These discussions are focused on strengthening coordination among key national institutions and stakeholders implementing climate-related projects across Liberia.

The Conference of the Parties (COP30), taking place from November 10 to 21, 2025, will convene more than 190 countries under the United Nations Framework Convention on Climate Change (UNFCCC). This year’s session is expected to prioritize accelerating the reduction of global greenhouse gas emissions, scaling up climate financing, and supporting adaptation and resilience initiatives in climate-vulnerable countries such as Liberia.

Through its participation, Liberia aims to reaffirm its commitment to global climate goals while securing stronger international partnerships to support its transition toward a sustainable, low-carbon future.
