House Leadership Calls for Clarification on Alleged Transfer of Notorious Drug Dealer to Liberia

Monrovia, Liberia — The House of Representatives has mandated its leadership to summon the Ministers of Justice and Foreign Affairs to appear before Plenary on Monday to provide explanations regarding reports of the alleged transfer of Salvadoran national and suspected drug dealer, Kilmar Armando Abrego Garcia, to Liberia.

The decision followed a formal communication from Sinoe County District #3 Representative, Hon. Alex S. Noah, who raised serious concerns over the circumstances surrounding Garcia’s arrival in the country.

Garcia, a foreign national reportedly linked to organized crime, is alleged to be a prominent figure in the Mara Salvatrucha (MS-13) gang, one of Central and North America’s most dangerous criminal organizations, which has been designated as a terrorist group by the United States. MS-13 is notorious for its involvement in various criminal activities, including drug trafficking, terrorism, kidnapping, rape, carjacking, and gun smuggling across multiple countries.

“Liberia is already grappling with a growing drug crisis and related crimes. Bringing an individual of Mr. Garcia’s alleged criminal background into our borders—given our weak border control and security challenges—poses a serious threat to our nation’s safety, particularly our youthful population,” Hon. Noah warned in his communication to the House.

The lawmaker argued that while Liberia maintains strong bilateral relations with the United States, this cooperation must not come at the expense of national security or undermine the country’s stability. He cautioned that bringing someone with such a dangerous criminal background could exacerbate Liberia’s already vulnerable security situation.

In his appeal, Hon. Noah questioned why the government had allegedly received Garcia into the country, rather than facilitating his repatriation to El Salvador or another jurisdiction. He called for urgent clarity from the Ministries of Justice and Foreign Affairs on the matter.

The House Plenary unanimously agreed that the issue raises serious national security concerns and must be addressed promptly. The decision to invite the two key ministers reflects the gravity of the situation, and lawmakers emphasized the importance of safeguarding Liberia’s sovereignty and stability.

Accompanying Hon. Noah’s communication was a publication purportedly from the Ministry of Information, Cultural Affairs and Tourism (MICAT), which confirmed reports of Garcia’s deportation to Liberia.

The House Leadership is expected to engage the Ministers of Justice and Foreign Affairs on Monday to seek further details and provide an update to Plenary on their findings and recommendations. The outcome of the discussion is expected to have significant implications for Liberia’s security and its relationship with international partners.
