HELSINKI, Finland — Liberia Strengthens Global Environmental Engagement Through Participation in International

As the global demand for critical minerals continues to reshape the future of energy, technology, and sustainable development, Liberia has taken another step toward strengthening its role in international environmental governance through participation in a high-level United Nations Environment Programme (UNEP) training initiative in Finland.

Liberia was represented by Arthur R.M. Becker, Director of the Department of Multilateral Environmental Agreements at the Environmental Protection Agency (EPA) of Liberia, during the 20th University of Eastern Finland–United Nations Environment Programme Course on Multilateral Environmental Agreements. The prestigious international program concluded in Helsinki on June 9, 2026, after bringing together environmental professionals, policymakers, and experts from across the globe.

The training attracted 25 participants representing diverse countries and institutions, all united by a common objective: addressing the environmental, economic, and governance challenges emerging from the rapidly expanding global demand for critical minerals needed to support the clean energy transition.

As nations increasingly shift toward renewable energy technologies, electric vehicles, battery storage systems, and other low-carbon solutions, demand for minerals such as lithium, cobalt, nickel, graphite, and rare earth elements has risen dramatically. Experts warn, however, that the race to secure these resources must be balanced with strong environmental protections and sustainable development practices.

Throughout the program, participants engaged in intensive discussions on a broad range of issues related to critical mineral extraction and environmental governance. Key topics included sustainable mining practices, environmental protection measures, biodiversity conservation, climate change mitigation, resource management, and the effective implementation of international environmental agreements.

The course also emphasized the importance of strengthening multilateral cooperation among nations as governments seek solutions to increasingly complex environmental challenges linked to industrial development and resource extraction.

For Liberia, participation in the program provided an important platform to contribute to global policy discussions while gaining valuable knowledge and insights from international experts and fellow participants.

According to organizers, the training sought to equip participants with practical tools and policy approaches that can help countries navigate the opportunities and risks associated with the growing critical minerals sector. Particular attention was given to ensuring that mineral extraction contributes to economic development without compromising environmental sustainability or community well-being.

Mr. Becker’s participation highlighted Liberia’s ongoing commitment to engaging in international environmental dialogue and strengthening the country’s institutional capacity to implement multilateral environmental agreements. It also offered an opportunity for Liberia to exchange experiences and learn from best practices being adopted in other parts of the world.

The program further underscored the increasingly important role that environmental governance institutions play in ensuring that natural resource development aligns with national and global sustainability goals. Participants explored strategies for improving regulatory frameworks, enhancing transparency, promoting responsible investment, and safeguarding ecosystems affected by mining activities.

Participants collectively reaffirmed the importance of multilateral environmental agreements as essential tools for addressing transboundary environmental issues and ensuring that economic growth does not come at the expense of future generations.

For Liberia, which continues to strengthen its environmental governance framework and explore opportunities for sustainable resource management, the training provided valuable exposure to emerging global trends and policy innovations.

The country’s participation also reflects broader efforts by the Environmental Protection Agency to enhance technical expertise, strengthen international partnerships, and ensure that Liberia remains actively engaged in conversations shaping the future of environmental protection and sustainable development.
