Monrovia, Liberia — The National Road Fund (NRF) has been ranked the best-performing government institution in the implementation of audit recommendations, according to the General Auditing Commission’s (GAC) 2025 compliance report. The achievement coincides with a historic financial milestone, as the Fund recorded a record-breaking US$31 million in annual revenue.
The GAC report indicates that the NRF achieved a 93 percent audit compliance rate, the highest among all public institutions assessed. The Liberia Maritime Authority (LMA) followed closely with 91 percent, while the Liberia Revenue Authority (LRA) placed third with a 90 percent compliance rate.
This strong audit performance aligns with unprecedented revenue growth in Liberia’s road sector. The US$31 million revenue figure—the highest in the Fund’s history—was announced during the opening of the 22nd General Assembly of the African Road Maintenance Funds Association (ARMFA), held in Liberia in November 2025.
Addressing the assembly, NRF Manager Joseta Neufville Wento described the achievement as a clear reflection of Liberia’s renewed commitment to accountability, transparency, and sustainable road infrastructure development.
The General Auditing Commission noted that the high compliance levels demonstrated by institutions such as the NRF underscore the tangible benefits of acting on audit recommendations, particularly in strengthening financial management systems and improving public sector governance.
While applauding the top-performing entities, the GAC urged ministries, agencies, and commissions with lower compliance rates to intensify efforts to address outstanding audit findings. The Commission emphasized that full compliance is critical to reducing waste, enhancing service delivery, and ensuring responsible management of public resources.
The 2025 audit compliance assessment forms part of the GAC’s ongoing drive to promote transparency, accountability, and good governance across Liberia’s public sector.
