LRA Pushes Nationwide Reform Drive with New Strategic Tax Plan

Liberia Revenue Authority has begun a nationwide campaign aimed at reshaping the country’s revenue administration system through staff training, institutional reforms, and increased reliance on digital technology.

The initiative centers on the Authority’s Corporate Strategic Plan (CSP) 2025–2029, a five-year framework designed to strengthen domestic revenue collection and improve efficiency within Liberia’s tax system. Officials say the campaign is intended to ensure that employees across the institution clearly understand the agency’s long-term goals and their individual roles in achieving them.

The awareness and training exercise, which started in Montserrado County, is expected to expand to additional counties and regional offices in the coming months as part of a broader institutional transformation effort.

According to the LRA, the strategic plan focuses heavily on modernizing tax administration through digitization, improving taxpayer services, increasing transparency, and supporting national economic development.

Speaking during one of the training sessions, Mohammed M. Jallibah, Acting Manager of the Policy, Statistics and Strategic Planning Division, stressed that the success of the reform agenda will depend largely on staff engagement and institutional ownership.

Revenue authorities across Africa have increasingly adopted similar modernization strategies in recent years, shifting toward technology-driven systems to improve tax compliance, reduce leakages, and expand domestic resource mobilization. Analysts say Liberia’s latest effort reflects a growing recognition that stronger revenue systems are critical for economic stability and public service delivery.

The LRA’s plan also aims to create a more responsive and taxpayer-focused administration by simplifying procedures and improving communication between the institution and the public.

Officials noted that multiple divisions within the Authority are collaborating on the campaign to ensure consistent implementation of the reform agenda throughout the country.

The Corporate Strategic Plan, first introduced earlier this year, is expected to receive an official national launch later in 2026 as the government continues broader efforts to modernize public institutions and improve fiscal management.

Observers say the initiative could play a key role in helping Liberia strengthen domestic revenue generation at a time when many developing economies are seeking to reduce dependence on external financial support.
