Rep. Musa Bility Accuses House Leadership of Diverting Lawmakers’ Funds to Majority Bloc That Elected Speaker Koon

Monrovia – Representative Musa Hassan Bility of Nimba County District #7 has leveled serious allegations against the leadership of the House of Representatives, accusing Speaker Richard Nagbe Koon and his allies of diverting funds intended for all lawmakers to members of the majority bloc that secured Koon’s election.

Speaking during a live appearance on Spoon Network last week, Bility alleged that US$50,000 allocated in the national budget for each lawmaker to implement development projects in their constituencies was instead selectively disbursed to legislators who backed Koon’s speakership.

“After [former Speaker] Cllr. J. Fonati Koffa left, those who are currently running the Legislature—living on the blood of the Liberian people—have destroyed that place for the last 15 years. They conspired to stop me from becoming Deputy Speaker or Speaker. Among their plots, the US$50,000 allocation was used as payback for the election I lost to Richard Koon,” Bility asserted.

The House leadership is yet to formally respond to the allegations.

Bility, who unseated Roger Y. Domah in the 2023 elections, entered the Legislature with a promise to push for reforms that would channel greater resources into constituencies. However, less than two years into his term, he has declared he will not seek re-election, denouncing the Legislature as a “dungeon for corrupt leaders.”

“I have discounted the Legislature. It is a minus to our country. It is not the path I want to take. The Legislature is not a place to pursue—it is a home, a dungeon for corrupt leaders. They are the ones destroying this country, and I don’t have a place among them. I am not going back there,” he said.

Bility, founder of the Citizens Movement for Change (CMC), vowed instead to channel his energy into building his party as a force for a political “revolution” in 2029. According to him, the CMC will not only target the presidency but also seek to unseat lawmakers he accuses of perpetuating corruption and misrule.

“The system cannot be fought from within. It has to be turned on its head. Everyone responsible for what is happening to the Liberian people will be particularly targeted and removed by the CMC in 2029,” Bility declared.

He stressed that the CMC’s early groundwork is meant to give the party sufficient time to craft its agenda and establish a track record before contesting the polls.

“2029 will be about tested leadership. Unity Party has been tested three times; the CDC once. The myth of voting for people based on age or experience has failed. The basic question is: what have you done for the people, not what will you do? It is about record and opportunity,” he added.

With these sharp criticisms, Rep. Bility has once again stirred debate over transparency and accountability within Liberia’s Legislature—raising questions about the management of lawmakers’ development funds and the future of reform efforts within the country’s governance system.
