President Boakai Suspends Import Tariffs on Off-Grid Solar Energy Products

Monrovia, August 28, 2025 – President Joseph Nyuma Boakai, Sr. has issued Executive Order No. 152, suspending import tariffs on off-grid solar energy products. This move aims to speed up Liberia’s shift to clean and affordable energy.

This order renews the government’s commitment to expanding renewable energy access, especially in rural areas, following the end of Executive Order No. 134. The suspension applies to a wide range of products, including off-grid solar lighting, standalone photovoltaic parts, energy-efficient appliances, batteries, panels, and control units that are important for rural development and reliable energy systems.

President Boakai said this action is meant to encourage private investment, lower costs for consumers, and increase electricity access for homes, businesses, and institutions across the country.

“Clean and affordable energy is key to our development goals. By removing import barriers, we are giving Liberians more opportunities to use renewable energy that improves lives, supports businesses, and strengthens our economy,” the President said.

Under the new Executive Order:

Importers will only have to pay Customs User Fees (CUF) and, where applicable, the ECOWAS Trade Levy (ETL). Benefiting entities must work in the renewable energy sector, be registered with the Rural and Renewable Energy Agency (RREA), and ensure all products are certified by the National Standards Authority (NSA) to meet quality and safety standards.

The tariff suspension starts immediately and supports the government’s wider plan to increase energy access, fight climate change, and boost economic growth through renewable energy.
