LNP Announces Disciplinary Actions Taken Between May to June 2025

The Liberia National Police (LNP) says it remains steadfast in its commitment to professionalism, integrity, and accountability. Following investigative reports submitted by the Professional Standards Department, the LNP has taken disciplinary actions against several officers involved in misconduct, violations of administrative policy, and abuse of authority across various divisions.

Summary of Disciplinary Actions

Abuse of Authority & Unlawful Detention

CPL. Washington Wesseh – Suspended for two months without salary for unlawfully detaining complainant Mr. Dwokule Peter and withdrawing $100 USD from the complainant’s mobile money account. Officer failed to account for $60 USD of the transaction. Sections Violated: 6.1.3 (Abuse of Authority), 7.1(m), 8.1(c) of the LNP Disciplinary Regulation (2016) Condition for reinstatement: Restitution of $60 USD with payment receipt submitted to PSD.

Prolonged Absence without Leave (AWOL)

Superintendent Madee K. Wongbay – Reassigned for ineffectiveness and prolonged absence totaling 117 days without approved leave.

Restitution & Compliance Completed

Patrol Officer Esther L. Flomo (LNP-4162) – Reinstated after completing her suspension and reimbursing $200 USD to complainant Ms. Cynthia N. D. Woods. Case closed upon compliance.

Financial Indebtedness & Noncompliance with PSD Commitments

Patrol Officer Albertha T. Williams – Suspended indefinitely without pay for failing to honor debt settlements amounting to $675 USD owed to Officer Ophlia O. Lanieyo and $50 USD owed to Ms. Tenneh Jones. Violations: Section 6.1.3 and Section 5.1(p) Condition: Full repayment with validated receipts prior to reinstatement.

Failure to Cooperate with Internal Investigations

The following officers were suspended indefinitely without pay for refusal to appear before PSD despite repeated summons:

Officer Amount to Restitute, Patrol Officer Jack D. King $450 USD, Patrol Officer Aaron Nebo $465 USD, Patrol Officer Ephraim Bundeh $56,000 LRD, Patrol Officer Lawrence, Labrod $300 USD, Patrol Officer Jerry Doe $375 USD

Violations: Section 6.1.3 (Abuse of Authority), Chapter 6.2.2 of Revised Manual, Annex III: Category C & D. Conditions: Must serve suspension, comply with investigation, and submit validated payment receipts.

Personal Misconduct & Financial Fraud

Patrol Officer Andrew M. Falika – Suspended indefinitely without pay for failing to settle financial obligation totaling $8,700 LRD to complainant Ms. Hawa David. Violations: Section 5.1(p), Section 7(o) of Disciplinary Regulations, Section 22.90(xv) of the LNP Act of 2015 Case to be closed upon full compliance.

Exonerations Based on Lack of Evidence

Supt. Samson K. Sieh (ID#0728) and C/Insp. Sylvester N. Dopoh (ID#4739) – Exonerated of allegations concerning demolition of property related to Calvary Baptist Church due to insufficient evidence. Recommendation: Parties advised to resolve dispute through legal channels.

Restitution Compliance & Reinstatement

Patrol Officer Jude F. Kolongo (LNP ID#5560) – Reinstated after completing suspension and reaching agreement with complainant Mr. Chris Yoko to waive all additional medical expenses. Case closed following confirmation of LNP-covered medical bill at 14 Military Hospital.

Cell Phone Seizure & Financial Allegation Investigation

CPL. Doronu Togbah & Patrol Officer Ralph Gaye – Suspended for one month without salary for misconduct related to seizure of complainant Ms. Rejoice Morris’ phone and alleged $1,500 USD. Violations: Chapter 5.1(p). Next steps:

Matter referred to Crime Services Department. Both officers named persons of interest for possible criminal investigation. All relevant documentation transferred to CSD for continuation of case.
