Liberia’s IMO Representative Highlights Achievements and Future Prospects in Maritime Sector

Liberia’s Permanent Representative to the International Maritime Organization (IMO), Robert Kpadeh, has outlined key achievements and future priorities in strengthening the country’s position as a leading voice in global maritime affairs.

In an exclusive interview with D-Kanty News Neatwork (DKNN), Kpadeh, who has served nearly two years in the role following his appointment by President Joseph Nyumah Boakai, expressed gratitude for the opportunity to showcase Liberia’s contributions on the international stage.

Liberia: Africa’s Sole Representative in IMO Category A
Kpadeh noted that Liberia holds a unique position as the only African country in the IMO’s prestigious Category A Council, which comprises ten countries with the greatest interest in providing international shipping services.

“This is a great honor not only for Liberia but also for Africa,” he said. “Our membership ensures that Africa’s voice is strongly represented in shaping global maritime regulations.”

According to Kpadeh, Liberia has been actively engaged in various IMO committees and subcommittees, contributing to discussions and decisions that reinforce the country’s reputation as a world leader in maritime affairs.

Leadership in Maritime Safety and Environmental Protection
Highlighting specific achievements, Kpadeh emphasized Liberia’s pivotal role in advancing maritime safety and environmental protection. The country currently chairs the Marine Environment Protection Committee (MEPC), a body responsible for developing policies to prevent marine pollution and ensure sustainable practices.

“Our leadership in the MEPC reflects Liberia’s commitment to protecting our oceans while ensuring safe and efficient global shipping,” he remarked.

Building Strong Partnerships and Enhancing Liberia’s Reputation
Kpadeh reported that the Liberian Mission in London now enjoys a suitable working environment, enabling his team to function more effectively. He underscored that timely payment of dues — an obligation Liberia has consistently fulfilled — has earned the country greater respect among IMO member states.

“As the highest dues payer in the IMO, Liberia’s reputation is intact, and our representation is stronger than ever,” he said.

He also noted that building strategic relationships with other member states has been key to advancing Liberia’s influence in global maritime policy.

Focus on Re-Election and Global Trade
Looking ahead, Kpadeh disclosed that Liberia is preparing for its re-election to the IMO Council this December, a move he described as vital for maintaining the nation’s voice in international maritime governance.

“The maritime sector accounts for nearly 90% of global trade,” Kpadeh explained. “Our re-election is essential if Liberia is to continue shaping decisions that impact the future of global shipping and trade.”

Liberia to Host 8th African Maritime Summit
Another major milestone on the horizon is the Eighth African Maritime Summit, which Liberia will host from September 30 to October 4, 2025. Kpadeh said the event is expected to draw delegations from more than 40 African nations.

“This summit will be a landmark event for Africa,” he said, “as we explore how to harness our vast maritime potential for economic growth and sustainable development under the blue economy framework.”

The summit will feature discussions on strengthening regional cooperation, tackling illicit maritime activities, and developing strategies to ensure African nations benefit more from the global shipping industry.

Challenges and Determination
Despite the progress, Kpadeh acknowledged ongoing challenges, particularly limited manpower and financial resources. However, he praised the dedication of his team, who he said are working tirelessly to ensure Liberia remains a prominent player in international maritime affairs.

“We are making sacrifices for the greater good of our country,” Kpadeh said. “Our mission is not without difficulties, but our determination to serve Liberia and Africa remains unshakable.”

Reflecting on his tenure, Kpadeh reaffirmed Liberia’s commitment to excellence in maritime governance and its role as a continental leader.

“Our service to the country is paramount,” he declared. “We will continue to represent Liberia with distinction and integrity, ensuring that our contributions to global maritime policy remain impactful.”

With Liberia’s strategic role in the IMO and the upcoming African Maritime Summit, Kpadeh believes the country is well-positioned to advance both regional and global maritime interests.
