GAC Audit Flags NDMA as Worst Performer, Records 1% Compliance Under Dulleh’s Leadership

The General Auditing Commission (GAC) has released its latest audit follow-up report covering 62 government institutions, revealing widespread failures in the implementation of audit recommendations. Among the poorest performers is the National Disaster Management Agency (NDMA), which recorded a compliance rate of just 1 percent and received a “Poor” rating from the auditors.

According to the report, the NDMA, under the leadership of its Executive Director, Attorney Ansu V. S. Dulleh, implemented only one out of 82 audit recommendations during the 2024–2025 follow-up period. This minimal level of compliance points to a near-total failure by the agency to address previously identified weaknesses and strengthen accountability and internal control systems.

The GAC further noted that NDMA demonstrated limited cooperation with the audit follow-up process, while persistent governance and management deficiencies remain unresolved. Auditors warned that the agency’s financial management framework continues to be weak, exposing public resources to a heightened risk of mismanagement and potential misuse.

Public criticism of the NDMA’s performance has intensified in recent months, coinciding with broader allegations surrounding Mr. Dulleh’s administration. These include claims of budget misreporting, procurement irregularities, and concerns raised by disaster-affected communities and civil society organizations over transparency and accountability. Calls have also grown for decisive action, including possible suspension of senior officials, as investigations by the Liberia Anti-Corruption Commission (LACC) and the Legislature reportedly continue.

Accountability advocates argue that the agency’s almost nonexistent compliance with audit recommendations has eroded public confidence and undermined its capacity to effectively respond to Liberia’s frequent natural and humanitarian emergencies. They warn that without urgent reforms and stronger oversight, the NDMA risks failing in its core mandate to protect lives and coordinate disaster response efforts across the country.
