Chinese Envoy Highlights Xi Jinping’s Global Governance Initiative, Calls for Liberia’s Role in Reforming International System

Monrovia, Liberia – September 5, 2025 – The Chinese Ambassador to Liberia, Yin Chengwu, has underscored China’s renewed call for reforming the international governance system, emphasizing that the Global Governance Initiative (GGI), launched by President Xi Jinping in Tianjin on September 1, 2025, offers “China’s wisdom and solutions” to pressing global challenges.

The initiative was formally introduced during the “Shanghai Cooperation Organization Plus” meeting, coinciding with the 80th anniversary of the United Nations’ founding. According to Ambassador Yin, the GGI comes at a critical juncture in world affairs, as multilateralism faces mounting challenges, institutions like the UN struggle with underrepresentation of the Global South, and deficits in global governance widen.

“Today’s international landscape is undergoing turbulence and change. The Global Governance Initiative is both timely and necessary to address deficiencies in fairness, effectiveness, and inclusivity,” Yin remarked. He noted that the initiative seeks to promote reforms that strengthen multilateral frameworks while ensuring that all nations—particularly developing countries—have an equal voice in decision-making.

At the heart of the Global Governance Initiative are five guiding principles rooted in the UN Charter: Sovereign Equality All nations, regardless of size or wealth, should have their sovereignty and dignity respected, free from external interference. International Rule of Law – Global rules must be collectively written, safeguarded, and applied equally, with major powers taking the lead in respecting them.

Multilateralism – Global challenges must be addressed through collective decision-making and shared benefits, while unilateralism is rejected.

People-Centered Development – The well-being of citizens should remain the ultimate goal of governance, ensuring that systems respond to people’s needs and aspirations. Practical Results – Governance must focus on solving real, tangible problems to remain credible and effective.

    Ambassador Yin stressed that these principles aim to strengthen trust, prevent fragmentation, and ensure that international cooperation delivers meaningful outcomes for citizens worldwide.

    Part of China’s Broader Global Vision

    The GGI builds on three earlier frameworks proposed by Beijing: the Global Development Initiative (GDI), the Global Security Initiative (GSI), and the Global Civilization Initiative (GCI). Together, the four initiatives cover interconnected aspects of governance—development, peace, cultural understanding, and institutional reform.

    Yin explained that, taken collectively, they represent China’s vision of injecting “stability and certainty” into a world marked by overlapping crises. “China will always stand on the right side of history and human progress,” he said, pledging that Beijing would continue to support dialogue, cooperation, and reforms that make global institutions more inclusive and effective.

    Africa and Liberia’s Role

    Highlighting Africa’s importance, Ambassador Yin described the continent as both a key stakeholder and indispensable force in reshaping global governance. He noted that Liberia, in particular, has a distinguished history of promoting peace, stability, and regional integration within West Africa.

    With Liberia recently elected as a non-permanent member of the UN Security Council, Yin argued that the country is now positioned to play an even more significant role in shaping international policy and advancing the interests of the Global South.

    “China stands ready to deepen cooperation with Liberia, the African Union, and other international partners to safeguard the legitimate rights of developing countries, promote fairness, and build a more just and equitable international order,” Yin affirmed.

    As the world faces pressing challenges ranging from climate change and economic inequality to security crises and technological disruptions, the Chinese envoy maintained that only a stronger, reformed multilateral system can deliver solutions.

    “The Global Governance Initiative is a roadmap for building consensus and energizing cooperation,” Yin concluded. “By working together, nations like China and Liberia can advance toward a community with a shared future for humanity.”

    The remarks underscore China’s determination to position itself as both a defender and reformer of the global order while inviting Liberia and other Global South nations to actively participate in shaping the future of international governance.
