House Orders Committee Review of Liberia’s Constitutional Reform Process

The House of Representatives has directed its Committees on Good Governance and Judiciary to examine a request calling for updates on the status of Liberia’s constitutional review process, reinforcing the Legislature’s oversight role in national governance matters.

This decision follows a formal communication from Maryland County Electoral District #2 Representative, Hon. Anthony F. Williams, who urged the House Plenary to summon the Governance Commission, the Law Reform Commission, and the Ministry of Justice to deliver a detailed briefing on the progress of the constitutional review. The request aligns with commitments outlined in President Joseph Nyuma Boakai’s policy statement.

In presenting his communication, Rep. Williams underscored the central role of the Constitution as the supreme law of the Republic. He referenced Articles 91 and 92 of the Constitution, which define the legal framework and procedures for constitutional amendments, emphasizing that any review process must strictly adhere to these provisions.

The Maryland County lawmaker further stressed that the Legislature has a constitutional responsibility to remain informed and actively involved in the reform process. According to him, lawmakers must ensure that constitutional changes are conducted transparently and in a manner that reflects the will and interests of the Liberian people.

Rep. Williams also highlighted the broader significance of constitutional review, describing it as a critical step toward deepening democratic governance, enhancing transparency and accountability, and protecting Liberia’s long-term political stability. He argued that a well-managed review process could help address longstanding governance challenges while strengthening public confidence in state institutions.

Following discussions on the floor, Plenary agreed that the matter required further scrutiny. Lawmakers subsequently voted to mandate the Committees on Good Governance and Judiciary to review the request in detail. The committees are expected to assess the issues raised, engage relevant institutions where necessary, and report back to Plenary with findings and recommendations.

The House leadership noted that the decision is consistent with the Legislature’s oversight mandate, particularly on issues of constitutional importance. By tasking the two committees, the House aims to ensure that the constitutional review process remains inclusive, lawful, and aligned with national development priorities.

The committees’ report is anticipated to guide future legislative action, including possible engagements with key institutions involved in the constitutional reform process.
