LRA’s MIS Division Charts Digital Future at Strategic Retreat

The Management Information Systems Division (MISD) of the Liberia Revenue Authority (LRA) has commenced a three-day strategic retreat aimed at reviewing 2025 achievements, identifying challenges, and setting a forward-looking digital agenda for 2026 and beyond.

The retreat, which brings together the entire MISD team, is designed to align the division’s priorities with the LRA’s broader goal of becoming a fully digital, intelligent, and data-driven tax administration by 2030.

Speaking at the opening session, Deputy Commissioner General for Technical Affairs, Gabriel Y. Montgomery, commended the MISD staff for their pivotal role in advancing the digitalization of Liberia’s revenue systems.

“The whole world is going digital, and we can’t afford to be left behind,” Montgomery said. “We must plan well and make our systems and tax payment processes easier and friendlier for everyone.” He urged the team to remain focused and innovative as they continue shaping a smarter, more efficient tax administration.

Assistant Commissioner for MISD, Kollie U. Zayzay, who formally opened the retreat, underscored the centrality of technology in Liberia’s revenue operations. He emphasized that every filing, payment, audit, and taxpayer interaction now depends on the systems that the MIS Division designs and secures.

“Technology is the backbone of our revenue administration,” Zayzay said. “This retreat is not just about planning—it’s about positioning the LRA for the next decade.”

He cited recent assessments by the International Monetary Fund (IMF) and the Organization for Economic Cooperation and Development (OECD), which highlighted the need for the LRA to accelerate its digital transformation in a manner that is secure, integrated, and sustainable.

Over the course of the three days, the MISD team will review progress made in 2025, assess existing gaps, and develop a comprehensive Digital Transformation Strategy (2026–2029). The strategy will focus on enhancing digital taxpayer services, strengthening cybersecurity, integrating IT systems, and leveraging data and artificial intelligence to improve efficiency.

The retreat will also explore plans to upgrade the LRA workforce through a proposed Digital Academy and restructure the IT function into a full department. This will include introducing new strategic positions such as Chief Information Security Officer, AI and Automation Officer, and Data Analytics Lead—aligning the LRA with global best practices.

“This is our moment to lead transformation, not wait for it,” Zayzay told participants. “Let us build the digital LRA—together.”

The retreat underscores the LRA’s commitment to modernization and innovation as it seeks to enhance taxpayer experience, strengthen compliance, and solidify its place among Africa’s emerging digital tax administrations.
