Liberian Senate Holds 36th Sitting with Key Legislative Reports and Confirmation Hearings on Agenda

Monrovia, July 15, 2025 – The Liberian Senate on Tuesday convened its 36th day sitting of the 2nd session of the 55th Legislature at the Capitol Building in Monrovia, deliberating on a comprehensive agenda that included critical committee reports, legislative proposals, and key confirmation hearings.

The session opened with standard proceedings — call to order, devotion, roll call, and adoption of the agenda — before moving into unfinished business and major committee reports.

Among the most anticipated reports was the Consolidated Report from the Joint Public Accounts, Expenditure & Audit Committee, which is set for full Senate debate. Lawmakers also received the Defense, Security, Intelligence & Veteran Affairs Committee’s report on the proposed “Liberia Capitol Police Act of 2025,” aimed at enhancing security within legislative premises.

Confirmation hearings took center stage, including deliberations on nominees such as Hon. Tarnue N. Jeke for Deputy Minister of Administration at the Ministry of Commerce and Cllr. Gloria Musu Scott, Chairperson-designate of the National Oil Company of Liberia. Other significant confirmations included Ambassador-designate to Nigeria, Hon. John A. Ballout, Jr., and top officials at the National Security Agency.

The Senate also reviewed several bills. Notably, the proposal to repeal the 2011 Act establishing the Grand Gedeh County Community College and replace it with Grand Gedeh University received attention. Another bill under review seeks to establish the Agriculture Enterprise Development Bank.

Meanwhile, proposed amendments to the Executive, Legislative, and Judiciary Laws were debated, with the goal of formalizing pension and benefit provisions for former top government officials.

Communications from the Executive branch and fellow lawmakers added further weight to the session. Senators Dabah Varpilah and Simeon Taylor introduced bills to create vocational and skills training institutes in Grand Cape Mount County, while Senator Crayton Duncan proposed the establishment of Butaw Statutory District in Sinoe County.

Senator Francis Dopoh II of River Gee requested the appearance of the Ministry of Finance and Development Planning to clarify FY2024 budget execution. Meanwhile, Senator Momo Cyrus called for the Minister of Justice and National Police Inspector General to address concerns surrounding the outsourcing of traffic management services.

In a critical engagement under the Committee of the Whole, the Senate also scheduled an appearance by the Minister of Internal Affairs, along with all 15 county superintendents and heads of county councils, to respond to allegations of misconduct and breaches of the Local Government Act.

As Liberia faces pressing governance and development challenges, Tuesday’s sitting highlighted the Senate’s active role in legislative oversight, public accountability, and policy reforms.
