Rabat, Morocco – Liberia’s Auditor General, Hon. P. Garswa Jackson, Sr., has forged a new partnership with Morocco’s top audit institution aimed at enhancing public sector auditing and strengthening institutional capacity.
Auditor General Jackson recently participated in the annual Governing Board Meeting of the African Organization of Supreme Audit Institutions (AFROSAI) held in Rabat, Morocco, marking Liberia’s first representation at the high-level gathering as one of the English-speaking members of the Board.
During the meetings, which also included discussions around the African Journal of Comprehensive Auditing, Auditor General Jackson joined continental leaders in key deliberations on strengthening transparency and accountability mechanisms across Africa.
On the margins of the event, the First President of the Court of Accounts of Morocco and Secretary General of AFROSAI, Madam Zineb El Adaoui, held a side meeting with Liberia’s Auditor General. At the meeting, Madam El Adaoui expressed Morocco’s formal intent to collaborate with the General Auditing Commission (GAC) of Liberia through joint capacity-building programs.
Some of the areas highlighted for future cooperation include infrastructure audits, quality assurance and management, implementation follow-up on audit recommendations, digitalization of audit processes, and the transition from IPSAS cash basis to accrual standards.
The parties also discussed scholarship opportunities for GAC staff at English-speaking universities in Morocco in fields such as accounting, engineering, and information technology.
Additionally, the Moroccan Court of Accounts expressed interest in leveraging Liberia’s strong experience in auditing financial and donor-funded projects.
Technical teams from both countries’ audit institutions are expected to begin working on the necessary project documentation, with plans to finalize and sign a Memorandum of Understanding (MoU) by December 2025.
This new partnership is seen as a strategic step toward enhancing institutional performance, knowledge exchange, and collaborative oversight in public finance management.
