Monrovia, Liberia — A corruption investigation has reportedly shaken the Liberia Airport Authority (LAA) following the suspension of its Managing Director, Ernest R. Hughes, over allegations that he attempted to solicit a kickback from a foreign contractor.
Multiple sources familiar with the matter say the suspension stems from an audio recording in which Hughes is allegedly heard demanding a 15 percent payment from a Canadian aviation navigation firm, Intercan. The company had reportedly been contracted to provide air navigation system services at the country’s main international airport.
According to insiders, the alleged request for a bribe was made to the company’s regional head responsible for African operations. The demand reportedly came at a time when the contractor was awaiting payment for services already delivered.
Sources claim that the Government of Liberia had previously deposited approximately US$1 million into the LAA’s account to settle the contractor’s outstanding payment. However, the Managing Director allegedly delayed releasing the funds while requesting a personal percentage before authorizing the transfer.
Following the allegations, the LAA Board is said to have taken swift administrative action earlier this week, placing Hughes under suspension and forwarding the case to the Ministry of Justice for formal investigation.
In the interim, Hughes’ deputy, John Borway, has reportedly assumed leadership of the institution as Acting Managing Director.
One insider disclosed that the board reached its decision during a meeting on Tuesday, after which Hughes was instructed to cooperate with investigators at the Justice Ministry. The situation has also reportedly been brought to the attention of the country’s leadership.
When contacted via WhatsApp for comment, Hughes declined to respond to the allegations. Meanwhile, another senior official within the airport authority confirmed that the investigation remains ongoing.
As of now, authorities have not issued an official public statement regarding the reported suspension or the status of the probe.
