The House of Representatives Committee on Ways, Means, Finance and Development Planning, in collaboration with the Legislative Budget Office (LBO), has rescheduled its First Quarter Expenditure Performance Public Hearings to Monday, July 21, 2025.
The decision to postpone the hearings stems from a formal communication received from the Ministry of Finance and Development Planning (MFDP), informing the House of the commencement of the Fiscal Year 2026 National Budget preparation process. This process according to the Ministry, is set to be officially launched on Tuesday, July 15, 2025, at 9:00 AM, in the Theatre of the EJS Ministerial Complex.
According to the MFDP, the launch aims to orient spending entities on the key procedures, guidelines, and tools for FY2026 budget formulation. All entities are required to participate through representation by their Head of Entity, Deputy for Administration, and Comptroller.
Immediately following the budget launch, two key strategic activities will be implemented:
- Baseline Costing Training โ July 17โ25, 2025
- Sector Engagements โ July 17โ25, 2025
In line with promoting an inclusive and participatory process, spending entities are urged to ensure their Budget Management Committees (BMCs) are active and compliant with Section 39 of the Amendment and Restatement of the PFM Regulations of 2009.
The Director of Press and Public Affairs at the House of Representatives, Mr. Robert Haynes, noted that the upcoming Expenditure Performance Hearings follow the successful completion and reporting of the First Quarter Revenue Performance Hearings earlier this year.
Meanwhile, the Committeeโs Acting Chair, Hon. Dorwohn Gleekia, has mandated the Legislative Budget Office to cite all State-Owned Enterprises (SOEs) to appear and report on their first quarter expenditures during the hearing.
